In a small town in China’s Northeasterly region close to the North Korean border, monitors cover every corner of the city, as the North Korean government watches the town’s every movement. In a control room, a dedicated supervisor suffering from dwarfism watches the bored North Korean boarder guards passing the time of day, while also glimpsing into the lives of the citizen bystanders. Gradually, the security footage reveals a massive secret, hidden amongst the town’s own citizens. Over the course of the film, the supervisor stitches together the scattered recordings, revealing the narrative of an unbelievable conspiracy.
